The bags are adorable!

Rachel, I think those are fabric handles (interlined fabric strips, sewn together with rsf and then turned inside-out), which are folded in half lengthwise and then are sewn together again, leaving the upper and the lower end “open” for easier attachment.
Leather handles are often made this way. Maybe this helps a bit.
